Promover el desarrollo requiere de un trabajo en conjunto de los tres niveles de gobierno y el Gobierno Regional La Libertad al estar en el segundo nivel, se constituye en el enlace entre el primer nivel que es el nacional y el tercer nivel que son los 83 gobiernos locales de la región. Vamos construyendo espacios, ciudades, regiones y en conjunto un país con desarrollo ambientalmente sostenible?, demandó la Dra.
